It’s the year 2200.  Most of the world has been overtaken by the technological age, though many intelligent human beings live peacefully on earth.  15 year old Jason Terrell is an orphaned schoolboy, but despite his obvious intelligence and charm, his red eyes made him off-putting.
One afternoon when walking back home from school, he becomes a victim of a very nasty hover-car crash.  Jason survives the crash, but his arms are mangled and must be amputated.
However, instead of just leaving the arms as they are, they are replaced with mechanical arms which the hospital orders from the military.  Following a quick healing, thanks to Jason's rare blood type, Terrell was subjected to robotic surgery, where the mechanical arms were installed to replace his formerly paralysed arms.  They also managed to save enough of his nervous system to attach to his new arms, so that he could move them as he would fleshy arms.

Following surgical operations, and after making a full recovery, Terrell returned to his normal life.  Since the operation, Terrell only ever wore sleeveless tops as he now felt more comfortable doing so.  After his return to school, his headmaster aids and abets one of the students to attack Jason, and he is also attacked by police officers who are behaving very strangely.  Lieutenant Ross Birnaum and Sergeant Bruce Williams of The Galactic Military save his bacon in action.  Jason is recruited into the galactic military by invitation of His Eminence, Emperor Argus William-Barron.  He is trained in virtual-simulation combat, which is supposed to take just two weeks, but The Supreme Commander, David Harmon, witnesses progress beyond anything The Military have ever imagined before.  Jason aces the missions and is given a survival barricade at the highest difficulty level, which he also aces.  When he is eventually sent down to the planets to do real battle, he is unknowingly ordered to destroy innocent civilians fighting against an alien race known as The Grand Weevil.  After these two attempts, he tries to ask his Supreme Commander how he can justify his orders, but is told he’s saving the universe like he should do.

During his third mission, he comes into confrontation with Emperor Argus William-Barron, who's ancestors have been fighting The Grand Weevil for the 3,000 they've been around.  Argus has the same kind of bionic arms as Jason, declaring that he in-fact is the manufacturer of the said arms.  Argus discovers that Jason's arms had been micro chipped with illegal mind control encoding, so that his supreme commander can do whatever he wants with him.  Argus's Resident professor and manufacturer, Richard Flynn, safely removes the microchips, awakening Jason from his hypnotised state that was caused by the microchipping.  The Emperor tells Jason the truth.  And when Jason realises what his Supreme Commander has been doing to him, Argus tells him to fight his Supreme Commander, and turn on the Grand Weevil.

The Supreme Commander is furious at Jason’s failed efforts of taking down anyone he was told to, but Jason keeps his cool until that night when he has a nightmare reliving what happened when he encountered The Grand Emperor Weevil for the first time as a toddler.  This provokes Jason to sneak out of The Military while everyone is sleeping, and escape on a spacecraft to Emperor William-Barron's home planet.  Seeing the graves of the lives that he was forced to take against his will, Jason attempts suicide by shooting himself with his own arms. Emperor William-Barron's Elite Cadets, Lisa Maser and Kevin Jenner, take Jason into His Eminence's care.
Ross and Bruce are given an ear bending for letting Jason escape, but they have none of it and cut all contact with The Supreme Commander, who is found out to have been a spy for The Grand Emperor Weevil all along.  Meanwhile, Emperor William-Barron and Professor Richard Flynn tend to Jason, who hadn’t committed suicide after all; he had just knocked himself unconscious.  When Jason regains consciousness, The Emperor tells the truth about why he’s got the arms, and why he needs them to defeat The Grand Weevil.

Soon, Jason is provided with a new outfit of his own design, and is told that The Weevil guards a collection of eight coloured spheres called The Darkwield Powers.  Jason then feels confident enough to go on a treasure hunt for these artefacts with the two cadets, but is still extremist on the fact he doesn’t want to fight; nevertheless, they all take on missions to ten other planets across the course of the next few days. During his hunt, he is forced to defend himself from both The Grand Weevil's followers including two elites of the race, the comically insane Knave and the foul-tempered Marshal.  During these missions, he comes across seven of the eight Darkwield Powers.

Over time, Jason become more and more like soldier, and eventually goes out to find the last Darkwield Power, which is hidden in the deepest and most dangerous lairs of the Grand Weevil.
But after Jason finds it, The Grand Emperor appears and defeats Jason, taking all eight of the Darkwield Powers with him so that he can use them to conquer the universe.  The Supreme Commander is unmasked as The Grand Emperor Weevil, much to Jason’s horror as he was being commanded by the evil mastermind himself.  Worse still, The Current Grand Emperor Weevil is actually a man named Galahad William-Barron, the eldest brother of Argus who had always desired to live his life as an evil mastermind.

After Jason tells Argus the truth about the Grand Emperor Weevil and the entire race's nature, Jason gains complete confidence to accept his life as a projectile space ranger.  When Emperor William-Barron finds Jason and revives him once more, he is then told that The Grand Weevil ancestry had created The Darkwield Powers themselves with the intent of using them for universal domination.  But because they had always chosen to use them raw, they could never control it in the ways that they wanted to.  The William-Barron Ancestry had created a core sphere; a rainbow coloured sphere called The Heartwield Power.  The sphere was created by extracting small amounts of energy from the eight Darkwield Powers, and turning the extracts into crystallised fragments which were then fused together as one.  Without this vital controlling energy, The Grand Weevil could never control their own creation.

Jason takes The Heartwield Power and goes to fight The Grand Emperor Weevil on his home ground.  When confronted, The Grand Emperor tries to use The Darkwield Power to destroy Jason once and for all.  But with The Heartwield Power alone, it is not enough to finish The Grand Emperor and his men.  However, when Weevil tries to use The Darkwield Powers to destroy the universe, the power wildly overflows beyond his control, and unintentionally generates a Black Hole, losing the powers in the process.  Amazingly, Jason uses The Darkwield Rainbow to escape the Black hole when he is literally 'on its doorstep', and returns to The Emperor's Mothership, which the gravity of the hole cannot reach.

But the mission isn’t over, as The Grand Weevil is still at large, and now heading for Earth to comply with his tradition of taking lives there every 15 years.  Before Jason manages to go back to Earth and find all of The Darkwield Powers together, the Grand Weevil beats him to it once again, and attempts to use it again.  When the powers fail for a second time, The Grand Weevil becomes immobilized, and The Darkwield Power falls into Jason hands with The Heartwield Power.  The Grand Weevil now realises that he needed a crystallised controller, but it's too late.  And now that Jason has got it, he enters a special body mod known as Octomised Mode.  It turns his clothes, eyes, brows and hair yellow.  With this mode, Jason creates a controlled Black Hole, and with the insane strength of Darkwield Power, shoots The Grand Weevil into it, destroying him for good.

After being conferred the youngest ever George Cross holder by Her Majesty The Queen of England, Taser returns to his home with Emperor William-Barron, and resigns from his Military life to leave peacefully with his new adoptive father.

This is a story about a boy who hated fighting, but was given the only weapons that could prevent the invasion of an evil clan of superhumans called the Grand Weevil. Their goal was to collect the Darkwield Power and use it take over the Universe. Now, despite his vows never to use his mechanical military arms in combat, he slowly comes to realise he is the only one who can use the Darkwield Power and save the universe from the insanity of the Weevil. But can he do it?

It does sound like an interesting premises for a story and I really like the world you have created here. It kinda reminds me of a cartoon in which the narrator is narrating the story off-screen. I think if you included some dialogue within this, it would add a little depth to the character in my opinion.
